Никак не могу понять, откуда там появляются 12 центов.

Разве что он раньше две сотни получал, а упомянутые в диалоге две сотни - прибавка, удвоение. Таким образом оклад составит четыре сотни в час, что примерно и даст двенадцать центов за десять секунд.
